Due to the aging infrastructure of the Capellen site, consisting of around forty buildings, and the growing lack of office space, NSPA was tasked in December 2017 with developing a long-term strategic infrastructure plan.
Four priority criteria guided this study:
Occupational health and safety: An audit revealed the need for compliance upgrades to existing buildings.
Agency growth: Increased activity led to a shortage of office space, with the site operating beyond its capacity since late 2019.
High operating costs: Infrastructure deterioration and energy inefficiencies result in significant maintenance, upkeep, and repair costs.
In June 2019, the first modernization phase was approved, and LSC360 was appointed as technical assistance for the Public Buildings Administration. This phase includes the construction of two new buildings, NEWADMIN1 & 2, designed to accommodate approximately 600 people.
