Faced with the growing challenges of energy transition, regulatory compliance and sustainable management of buildings, LSC360, in partnership with MABU Concepts, has developed a digital platform dedicated to local authorities. Selected in the first wave of Smart City Energy subsidies from the Ministry of Economy, the project supports local authorities in centralising their data, managing the energy consumption of their buildings and preparing effective and sustainable renovation strategies.
The management of municipal built heritage is currently undergoing profound change, marked by increasingly stringent energy, regulatory and budgetary requirements. For local authorities, the challenge is to structure and exploit often scattered information in order to manage their buildings in a coherent, sustainable and efficient manner.
It is in this context that LSC360, in partnership with MABU Concepts, has developed a new digital platform dedicated to municipal asset management. The project was selected in the first wave of Smart City Energy subsidies from the Ministry of Economy, as the only project selected in this category.
“Local authorities today need a consolidated view of their built assets in order to make informed decisions, plans and investments. This platform was born out of a real-world observation: without reliable, structured and accessible data, it is impossible to manage energy performance, regulatory compliance and public investment in a sustainable manner,” emphasises Steven Macedo, CEO of MABU Concepts.
A concrete response to very real challenges
In many local authorities, the information essential for decision-making remains scattered across different departments, tools and formats: technical data, regulatory documents, energy monitoring, plans, audits and intervention histories.
The observation behind the project is simple: without clear, centralised and structured information, it becomes difficult to effectively manage a building portfolio, anticipate risks, prioritise investments and respond sustainably to regulatory and climate obligations.
Centralise, structure, decide
The platform offers a 360° view of the building, bringing together in a single tool:
- technical and geometric data,
- regulatory documentation,
- energy consumption monitoring and analysis,
- maintenance and intervention history,
- security, accessibility and authorisation issues.
The objective is clear: to transform data into a genuine decision-making tool for both technical teams and municipal decision-makers.
“The challenge is not just technological. It’s about linking data to uses and then to decisions. We have designed a solution tailored to the operational realities of local authorities, capable of overcoming traditional silos and transforming complexity into a lever for action,” explains Sascha Rohner, Director of the Geodata Division.
A solution at the crossroads of several markets
Unlike existing solutions, which are often limited to a single function, the platform is positioned at the intersection of four key markets:
- maintenance management,
- energy management systems (EMS),
- electronic document management,
- business platforms dedicated to local authorities.
This cross-functional approach breaks down traditional silos and offers a coherent solution specifically designed for the needs of local authorities, regardless of their size.
A modular and scalable approach
The solution is structured around four complementary functional categories:
- Structure & geometry: surfaces, volumes, plans, digital models and scans,
- Energy: consumption monitoring, investment prioritisation, climate objectives,
- Maintenance: proactive maintenance, inspections, alerts and history,
- Accessibility & safety: regulatory compliance, audits, risk management,
- Authorisations: digital registers, deadlines and automatic reminders.
Each module provides immediate value while contributing to a long-term vision for the built environment.
A unifying project and a real collective challenge
This initiative illustrates LSC360’s ability to mobilise its expertise across the board and transform it into a concrete, operational solution.
The platform is not an end in itself: it identifies missing data, risks, priorities and opportunities for improvement.
It thus becomes a strategic support lever for local authorities, facilitating access to LSC360’s expertise in consulting, auditing, building strategy, renovation, energy and Smart City.
A recognised dynamic of innovation
The project is part of a broader innovation dynamic driven by LSC360. This comprehensive approach has recently been recognised internationally: the headquarters of LSC360 and the LSC Engineering Group were honoured at COP30 in Brazil with the Green Solutions Awards in the Smart Building category, while MABU Concepts was a finalist in the World Smart City Awards 2025 in Barcelona.
A key timetable for local authorities
The platform is fully in line with the measures to support the energy transition.
The second wave of the Smart City Energy call for projects is currently underway, with a deadline of 15 March for local authorities wishing to benefit from subsidies from the Ministry of the Economy.
In this context, having a consolidated view of built heritage, ensuring data reliability and structuring energy management are becoming essential levers for meeting regulatory requirements and managing buildings over time.
A new way of thinking about municipal heritage management is thus emerging: more transparent, more sustainable and resolutely focused on the city of tomorrow.
